I'd say it really depends on the game. For this one I'd say atleast 5 hrs or so, because the battle system really changes after certain story things.

As someone who likes to micromanage, I really don't like 13's "lets have the npcs do whatever they want" system. I also really hate rtb because I like to be able to pause and think about what I want to do sometimes, not spam attack and the first target that comes up because I'm in a race against time.

as long as the AI isn't retarded like Persona 3 I don't see a huge problem.

and while 25% may be a little over-exaggerating, I'd say you don't get full access to game mechanics in most games until 15%-20%. in ff12, for example, you have a small number of gambits from the get-go, no overdrives, and missing some key spells that affect mechanics (i.e. Decoy).
