Ripping only a part of a song.

Hello! Quick question. Does anyone know of a program I can use to rip, let's say, the first 12 seconds of a song and to save it as an audio file? I also need it to fade out at the end, but that's not entirely necessary. Some people say it can be done with GarageBand, but I don't have a mac. Any help is appreciated.

Alternatively if you have the song already, in Itunes, you can make it so only a certain part of a song is played by right-click -> Get Info -> Option -> Then do Start and Stop time to what you want. Then after that, right click the song and do convert to AAC Version. It'll create a new song with only that part then you can just go back and remove the start/stop time if you play the song. I'm not sure on the fade in/out part, but that's what I always use for getting sound bits.
