The idea is that people who won in round 1 are good enough to not allow such one-sided matchups in round 2, which is actually the case so far for the most part

A bye is used in a tournament when there are not enough people to fill out a full bracket.

Usually used in the first round, but Skirkle's plan doesn't sound bad.
