Duelist's Tabard vs. Goliard Saio for recast timers?
Start cast with Duelist's, end it with Goliard to minimise both cast and recast timers the most.
Duelist's gives shorter recast timers than saio (-5% vs -4%).
However, I'd say start casting in duelist's and end in saio anyways, due to the lolconserve MP.
EDIT: check tsuko's post under me, somehow I thought the effects of fast cast and haste were additive, when they appear to be multiplicative.
Haste has increasing returns, and any RDM worried about minimizing recast times will have a significant hunk of it already. Goliard isn't 4% in any realistic situation.

1) Is there ever a situation with SE up on WS that I'd want to use AF+1 head over STR+4/WSDmg+2% Galea?

Turban/PCC/Hollow/Brutal
Hauberk+1/Homam/Echp/Sniper+1
Cuch/Swift/Homam/Homam
I have a ton of HP gear I could swap in, Ritter/Gigant/BQR/Bloodbead Ring, no Gloom body and I probably won't end up getting one before I quit but I do have Nuevo from PLD with 20 HP on it.
I'll just list the bare minimums here since you're missing a shitton but probably dont care to get the gear pre june if you cant be assed to get a drk body.
ammo---> Happy egg since you're quitting and it's the middle of event time
At minimum get the physical earrings with +25 hp on em
neck--> HP+
Rings--> Get bq on and buy a blitz ring

Ignore the acc on drk zergs. if you have acc problems it means you need to pop sushi and arent getting all the buffs/debuffs to maximise your damage anyway. When you're properly buffed the acc isnt an issue.
You can also get a wyvern earring for haste when /drg
For a 75 BLU without Sea, what's the best spell setup for birds merit? and is Cannonball the end all be all for non-sea Blu's on HNM type stuff?
I have all of the above for the most part, pretty sure I have a Happy Egg @ the event storage moogle from way back, have Physical from COR, have BQ/Blitz(this would be better than BQ/Bloodbead?), have Gigant already. So basically the build is only aiming for HP/Haste and not needing any acc?
That's mainly what I was looking for, I have the other gear but not sure how much acc you normally could give up, also would I be looking to use something like Carbonara over Sushi?
Working on DRG sub but that's only @ 25 atm.

You don't really need any accuracy when you are zerging, normally you have the benefit of SV madrigal /or feint. Eat carbonara. Try to get the gloom breastplate, shouldn't be hard. Only need 2 men to kill the fomors in that lv40 zone. Additional improvement will be bloodbead gorget from tethra. Fenrir's stone during day.
I wouldn't say end-all-be-all, although it probably does have the best range of usage. Breath spells and INT/CHR/MND nukes can also be effective versus certain enemies, such as Jailers.

The VNM weapons are still fairly new, although they've been out long enough for us to see fully upgraded versions (aside from what we discovered in DATs). Unfortunately, I haven't been able to pay strict attention to the progression of discussion regarding them, and this has made it tougher for me to research scythes for a friend. That's compounded further by someone on these forums being named Severance, and Vengeance being understandably generic on its own...
Now, on to the actual question: do we still not know the proc rate on the Vengeance Scythe's "Occasionally Attacks Twice"? Also, am I correct in gathering that the Severance with DMG+20 Delay:-15 DEX+4 ACC+12 will be the best of the lot, if the Occ. Atk. Twice of the Vengeance is lower than 45%?

No, OAT Scythe will easily win. Proc rate is 40%.

Just as an aside, would you happen to have a quick link to where the math on the scythes was worked out, if it has been? I don't ask out of doubt, just for my own education. If that's not available, no worries. I'll let my friend know to go after the OAT one.
