The max increase you can get in non zerg from this 1% e3xtra haste is

1/(100-70) = 3.33% increase (dnc)

1/(100-60) = 2.5% increase (no dnc)

W/o a dnc in your pt, if your acc is 92.5% or lower, hat is beaten by turban and if you are capped, I'm sure you can get 3% worth of increase by swapping acc out elsewhere.
