Long roundabout answer:
For pure damage, RR+Apoc+GH (for Ascetic's Fury) or RR+Apoc+VV (for Victory Smite), though the difference between the two combos isn't very large (maybe 1%). GH for more defense, VV for more TP lying around. SS is significantly weaker than either of those options once you factor in augmented Impetus (GH and VV are 8%-9% better than SS for damage), though it's closer if you don't have the AF3 body (they're only 2%-4% ahead).
With augmented Impetus, RR and Loki's, you should be hitting capped +crit damage almost half the time and have an overall average of ~+47% crit damage while Impetus is up, significantly reducing the value of SS atma. As for Loki's itself, it narrows the range of the augmented Impetus boost (thus you get less out of it), but also means you spend far more time at capped crit damage. Overall effect is that it tends to be the best melee body short of Juogi/+1 (where Tantra+2 body got gypped with only -5 MA delay instead of -10, otherwise it would have been ahead of Loki's).
Meanwhile, SS devolves to +HP with a minor damage boost as a bonus (barely 5% damage increase over no third atma at all, compared to 15%+ from GH or VV). As Guitarman mentioned, HP shouldn't be an issue. Even as a Taru, the only recent fight where I've really been concerned about my max HP was the Shinryu fight when we fought without brew. It's fine as a supplementary atma if you're lacking most Furtherance abyssites, or don't have AF3 body (putting it much closer to the other options), but there are definitely better combos.
Lacking Apocolypse, I'd go with RR+GH+VV over RR+GH+SS (should be about 7% better).
