Which is why i said i have no way to prove it. You want to spend your play time killing stuff to give people statistical evidence then get workin on your own teiwaz. Don't expect me to do it. I simply was giving my impressions over the last week. The main point of my post was to assert the 20% dmg on the +3 dmg staffs.
Could you decrease your baseline magic accuracy so that you could show affirmatively that Teiwaz magic accuracy is better than a HQ staff's? I actually derived an MLE a long time ago for the no-resist rate that accounts for observed counts in the no resist, 1/2 resist, 1/4 resist, and 1/8 resist categories, so you don't have to rely only on 1/4 resist counts to make a distinction (provided the difference is actually there...)
with capped accuracy 1/4 resist happen 1/421 of the time and 1/8 happen 1/8000
with 90% accuracy 1/4 resist happen 1/111 of the time and 1/8 happen 1/1000 of the time
with 85% accuracy 1/4 resist happen 1/52 of the time and 1/8 hapen 1/296 of the time
Set yourself at 291+5 magic accuracy (55% landing rate). HQ staff puts you at 85%. If teiwaz has more than 10 magic accuracy over HQ staff, you will see almost no 1/4 or 1/8 if you do 1k test (takes maybe 3-4 hours). Personnally i'd be convinced if you see less than one 1/4 resist after 100 tries, since it's a very good indication of capped hit rate.
Question: Do they work on Quick Draw?
Even if they do they're WHM/BLM/RDM/SMN/SCH/BRD onry.
Is marksmanship needed for QD then? If so, would crossbow work?

This is just FYI concerning looking at the success (landing) rate versus specifically observing 0 1/4 resists specifically. You could argue that if the landing rate were really 95%, then for n = 100, the probability of getting something statistically significantly higher than 85% is about .9369 (higher than 90%, .4359, and I'm basing this off the binomial because too lazy to do it for normal approximation). If you're looking for zero 1/4 resists, then given 95% and n = 100 the probability you'd get 0 is about .7884.
Quick Draw will and always remain a COR only talent much like Innin/Yonin I imagine.
Yeah, just like Convert will remain a RDM only tale—oh wait.
Except we haven't seen if the subbable Convert = current RDM Convert.
All Im saying is Quick Draw being the way it is would need to be locked out (like Innin/Yonin will be) or nerfed to the point of being pointless to sub. Why? Because RNG would basically own COR at QD just based on current bullet options alone.
Oh well. In June this game gets a fresh coat of paint or jumps the shark in ways Fonzie would have never dreamed of.
So what's the final verdict on those new staves? The Magic damage +3 seems really awesome for BLM on the Ice and Lightning staves, though not quite so much on the Ice since while it would be more damage than Aquillo's, you're trading 5 INT and 10 elemental skill.
