Footwork has had potential even before wargfangs. I've outparsed better geared mnk/war's as mnk/drg with footwork full time. Motenten has spoken of his experience with footwork on chariots on the alla forums, with parses and graphs to back it up. changing to /drg with footwork, the gear that i normally change is destroyers > wahg. Fuma > KK. and use wyvern instead of the currently appropriate earring. Those changed alone, raise my haste by 2%, give +35 acc, and about +80 atk(20 from feet, 14 from weapon, rest from +10% from footwork). That actually raises my attack more with /drg footwork, than /war's average attack between berserk up/down.
The next big difference is debating jump vs double attack. The higher the haste, the more of an impact DA has(more chances to proc in same timeframe), while Jump is constant regardless of haste. TP return on Jump is 26+, significantly higher than the 5tp from each DA. people have debated these two subs even well before footwork, and seen /drg as potential, but slightly lacking. One thing I noted on my parse last night (limbus as mnk/drg) was that my melee/WS split changed to 75% WS 25% melee. I ended up slightly ahead of a very well geared DRK/SAM in both melee damage, and WS damage. And I performed more WS's than even the sam. that's including my one death where i sat in range for 5 mins not doing anything.
General things I've noticed about it's effectiveness vs. /war h2h:
Better gear(ie: full usu) supports war better.
Higher haste: helps war slightly
Higher acc:helps war slightly
Higher atk: helps /drg better
tldr: There are situations for both
