I've personally seen non-ES Slow II's land with XI Warlock's Roll behind them on blob, but that's about it.

I was 0/7 or so landing Poison II on the Vampyr, and almost nothing resists that, so I might go so far as to say he's just flat out immune to debuffs, although I didn't try with ES.
And 0/5 or so on Slow II also, and I've got near perfect gear + merits as well, and 5/5 slow II. (only missing enfeebling cape)
I was having no problem landing Elegy without ES on Blob last night and my BRD gear sucks lol.
I land Slow2 on the Vampyr and Krabkatoa without ES, it's not a great stick rate, but definitely possible. So my only advice is to, of course, suck less. Just another NM where you can't depend on Slow if you don't bring Elemental Seal, it might happen, but don't expect it.
I attempted to COR solo this one, thinking I'd have no problem ranging the spell casting. Went as COR/NIN, shadows, movement speed, DNC & BLM rolls, etc. QD shots did about 2-3% dmg each time. Then along came a Chainspell. Sleepga 2 -> Blizzard IV -> Sleepga 2 -> Thunder IV -> Game over.
The first Sleepga 2 I didn't even see fire, wasn't in my chat log, it just hit me and it was over shortly after.
I may try a few more attempts and try to range the CS when I'm bored enough.
Can't really find many Tier 2's I can solo on COR. Most/all of them have movement speed.
No RDM should ever rely on ES to land Slow. BRD/BLM works because of Troubadour. And I highly doubt any decent group will wipe to Tier 3 VNMs simply because their RDMs can't land Slow II reliably.
I only asked the question because it makes sense for me to play other jobs and get a less well geared RDM to handle refresh/haste.
The vamp absorbs buffs. Have you considered that it simply has haste still on it when you're trying to slow it?
So, have we figured out how Yilbegan's damage taken works yet? We were having, what ended up seeming like absolutely random damage spikes. Having read previous comments / Wiki, we tried the whole damage-while-casting, damage-just-after-JA, and nothing worked every single time.
All in all we were having the best luck treating it like Fafnir, SAM's SC'ing and BLMs MB'ing. Even resisted, the MBs did pretty good damage (350-400ish, it seemed like)
So what's the winning strategy for Krab if he's so easy?
Anybody know what Ruthven's evasion is like? Would a well geared COR be able to land shots reliably with Sushi and/or Prelude?
Probably with "and". We had a 72 ranger on him (so 4 higher skill than a 75 COR, + Acc bonus III+IV, and her acc was something like 80-85% with Pot a Feu (parsed, I just don't exactly remember the number))
I could ask them what their gear was and back-figure to find rough evasion numbers.
