Imo, Health quints/movement, Magic pen red, Armor yellow/Health per lvl, magic resist per lvl blue.

Singed is a tank, 0/21/9 is great for him. The argument for dodge runes is that, sure the extra 10% movement is nice for chasing, but keep in mind, if you are running ghost + your ult + your W, i'm sure you will be able to catch that person and fling them.

As for items, I tend to rush rod of ages, just because it gives me a little bit of everything for surviving early game. If not, depending on the team, go for whatever defensive item you can after building catalyst.
I do not think you can go wrong with Catalyst first on singed, especially if you aren't running mp5 runes on him.

I got to play Nocturne at PAX. Holy hell his ulti range is huge. And his passive attack bonus is 40%+ at max. Hes gonna be loads of fun when he comes out :D

I've been playing off and on for quite a while now and just hit 30. My favorite champ is singed and I'm curious on you guyz' opinions about runes/masteries. I do pretty well with my current setup of 0/21/9 mpen marks, mp5 yellow, straight mana blue, and two hp quints(haven't bought a 3rd yet).

Mainly, I'm thinking about switching to 3x movespeed quints and 9x dodge runes so that during laning skirmishes/team fights I could dodge a minion attack for +10% movespeed(currently I have 0 in dodge/that mastery). And I see a lot of singed go 9/0/21 for magic pen in offensive and the 3% movespeed+ from utility but I feel like 4% reduced damage is the single best point to be spent in the trees.

Also, I start with mana crystal and 2 health pots to build into catalyst -> boots -> depending on situation RoA or other stuff and I'm curious if there's a better starting build.

Mind you I'm still pretty new to LoL so take what I say with a grain of salt. I haven't reached the levels of worthwhile runes yet so I can't comment on that, but I did play a couple games with him and have done pretty well.

As The_OG_Nelta said he does, I also rushed Rod of Ages. I went straight stacking AP with him though and went Rabadon after. Towards the end of the game I had a ridiculous amount of money and full item slots so I ended up selling my Rod of Ages to make room for a Null Stone (HoN term, forget what it's called in LoL, item that absorbs an ability). Pretty much carried both games I played him in. It's a lot of fun this way imo.

Catalyst sure, but rabadons is just too damn expensive on her. She is a walking CC stick, and meant to play support, not AP. Though I do understand that AP increases her shield, I would rather go overall Aura and SUPPORT the team, plus the cooldown is incredibly nice.

Though with her nerf, she is still the walking slut of assist, so feel free to grab a soul stealers on her, usually works wonders..

The more AP you get the harder you support. The auras are trash compared to the increase in damage, (Janna can deal damage while supporting) her shields absorb harder and she heals for a higher amount turning negligible into moderately good.

Do you have a link to the Catalyst/Rabadon's build?

Start with a Mana Crystal/2 Health Pots or a Doran's Ring. Try to build Catalyst ASAP. So your build by 15-25 should be Boots/Catalyst and the Dorans Ring incase you bought it.
After that you can proceed to buy Rabadons or upgrade your boots. (CDR Boots work best on Janna)

Once you got that done you can upgrade to Banshee's if they are heavy on CC/MDPS or just grab some more AP items. (Rod is pretty nice/Will of the ancient if you have a few fellow caster teammates/Morellos Evil Tome) You definitely want to get some good CDR going, try to aim for the 40% cap. (Boots are 15 + 9 from your talents) So pick up an extra item that gives you CDR.

Yes. Movespeed Quints are a must on Singed and Dodge Runes + Nimbleness = insane speed. I go 0/15/15 with Singed. Gets you the 3% base movespeed which is great and a few points in the health talent. Best spec IMO. The extra speed is great for your early game where being able to catch your opponents with Fling is basically what nets you kills until your Rylais.

As far as the build goes. Cata is like the best item you can get on Singed. Grab your boots early though if you're in a duo-lane so you can fling more easily. After that I build Giants Belt/Merc Treads and go for Rylais. Singed is boring in the sense you can't really itemize that differently, basically you're going Merc/Banshees/Rylais if you want to play seriously. There is no room for alternative builds, that's just how bland it becomes.

If you want to go for the lulz though you can try AP singed. Rylais + Rabadon + Lich Bane = raped
