I'd say only grab it if you're a tank or a target that's very hard to kill (i.e., nidalee, ezreal, etc)

The biggest reason I hate grabbing Oracle's is that it forces a change of general gameplay, you have to be more passive and you can't really do anything interesting. But if your enemy team is warding like crazy then you should definitely have your support or jungler grab an Oracle's asap.

Does any caster(Annie?) do 1/2 people's hp in a spell round? Those bots/people had so much hp.. and his spells destroyed them. All while having like 5sec cooldowns.

I think they base their prices off how good they usually expect their champions to be.

yeah, plenty of casters do that if played correctly. ryze used to do that but he required close range and good bounces when he was a burst caster. annie does it too if fed.

if you notice, hes' pretty fed on brand in that video.
