Iron Man thinks he is the strongest, this is based off tonys arrogance and the data he always records in his armor. Thats why tony is so guarded in his data and such, he has so much information on the heroes that it would, for all intents and purposes, make whoever got it the most dangerous person in the world (note I said dangerous, not strongest).

Going off his civil war armor which was in the power scale he considered "Thor Buster" he took on Thor once he returned from being dead for a few years and was down in lousiana getting back the lost asgardian heroes trapped in humans on earth. Stark mucked with him for a while then said "well I gotta drop you son" Thor said bring it, Stark pounded him with a super thor say and thor shook his head. He hit the armor with a direct lightning strike and fried it completely. Note that this was his first set of integrated armor, the extremis variant, which was on a power set weaker than only the HyperVelocity armor, the Bleeding Edge armor (current), the hulk buster armor (which is more armor than power really), and the modified osborn armor. Thor then tore off starks mask, seeing a very confused and shitting himself tony and told him about how much he had been holding back. Thor, as a power is half odinforce, half gaea, which puts him on a tier well above all earthly players except maybe reed richards son who was born a mutant and inadvertantly has the power to do anything he wants, and the scarlet witch who has the power to be a super slut and have mental breakdowns in which her father becomes ruler of a new mutant world.

Hulk, as a power is "the strongest there is". this includes being stronger than "Normal Thor". Normal Thor is thor who doesnt want to use all his power and is content at just being ultra metahuman with a hammer that is much more powerful than most people. Coincidentally only Thor, Captain America, Storm, and Hulk can lift mjolnir. The first three because they are worthy, the last out of sheer strength. Note that hulk cant actually do anything with the hammer, but he can bring it a few feet off the ground. Hulk gets dumber as he gets stronger, Thor and hulk fighting at full power would probably crack the earth in half, but thor would still win. Hulk when he finally lapses into his World War Hulk mindset (all the power, all the strength, the tactical intelligence of banner, the raw hatred of hulk), would certainly give Thor a massive run for his money but the god of thunder would ultimately prevail. Hulk is ultra strong but eventually enough lightning strikes would tear his head off and thus he would be dropped.

This accounts just for the avengers movie characters. Odin as a character is probably the strongest in the entire marvel universe, this includes galactacus and franklin richards. So consider this, thor is a little more than half the power of his father. His father sighed off Ura Enhanced Bleeding Edge iron man and ripped it from his body like it was paper. He doesnt let us see his full power unless he is really annoyed, he is immortal, his hammer is the strongest weapon on the planet. He destroyed the sentry with this full power, something that was so scary it wrecked the mighty asgard in pieces.

Thor and Hulk are nothing to fuck with, but if Hulk went back, Thor is here. If Thor went bad... well look up King Thor the comic, that is your answer.

Thor's power level/strength is all over the place. Some times writers have him get beat by people he should crush, other times he slaps the fuck out of superpowerful cosmic entities.
If I really had to pick who would win in a fight if both fought at maximum potential, I would think Thor.
Then again, it took Hulk and Thor to beat Red Hulk so

red hulk absorbs power, they didnt know that at the time, so putting your two strongest badasses against red hulk was destined to lose.
red hulk is burned out now though, he is beatable by most omega level threats

WTF, Scherbatsky is in this? Newest trailer made this look much better than I expected. Hopefully the movie holds up, will be nice to see some Hulk all over the place.
