Also when you slap someone on the wrist it does nothing, they'll only clean up their practices for a small time and eventually slip into the same patterns. Now if there has been some sort of documented case then they have a reputation to rebuild, not to mention the publicity so more people can be aware of the fact.

Well a warning, ban, suspension denotes some form of punishment that someone with authority is making. My statement is more so if a random scrub warns me most likely nothing will come of it. Just like I'm a random scrub to their business as it is only one customer, not someone with power hence why I'm trying to involve proper authority's so it'll be taken more serious.
