Do they spawn with less than max hp? if they don't then people are being asses and need to finish off the forts so that i have respawns with full HP to attack.

Hmm... doesn't look like I have a good way to skill up scythe on BLM using these. Lowest level scythe I can equip on that job is the Mandibular Sickle (and variants of it), at 67 DMG. There's no scythe-type event weapon or crafting training weapon either.
Edit: Regarding dagger skillups, as a Taru blm I was doing 0 dmg with a Trainee Needle. Bronze Dagger (DMG: 3) worked fine though. Skillups fast at first, but slowing down greatly as I neared cap. Also, not sure of the exact respawn time on the Fortilace, but I went AFK, and found a new one waiting for me sometime around the 30 min mark, so equal or less than that.
Having trouble with BLM Mithra 75, hitting for 0 damage with signet staff, even on crits. Only other staves I have on me are the elemental ones, which hit for 40-60 damage. Not really wanting to warp back and make the run again just to get a lower level staff, or some STR+ Atk+ gear.

You're probably going to need another staff. When I first tried this I was using the same staff and had the same problem. It seems like the signet staff has just too low of a base dmg to work. I went back to my Mog House and picked up a Trick Staff II (2 base dmg) and that works perfectly. I put on all errant gear and I hit for 1 dmg normal, 2 dmg critical. If you don't have that one Treat Staff II also has the same base dmg, so it should work just as well. If you don't have either of those you could buy an Onion Staff off the AH, but because it has a base dmg of 4 it will hit for a little more.
should go with the 1 DMG staff and throw on STR gear until you start hitting for 1 base damage. Thats the best setup really. Lasts the longest.
i mean.. if you're already going to be lazy about it while skilling, might as well do a little prep work so that it works even better.
Treat Staff II with its dmg: 2 rating worked perfectly, hitting for 1 75% of the time and critting for 2 the other 25%.

Just to clarify for others:
If you're using a DMG:1 weapon, you need to make sure your STR is higher enough to overcome the VIT of these. The reason is that DMG:1 weapons are capable of (-1)fSTR, which means your hits will be (1-1)*(pDIF).
You're fine if you use a DMG:2 weapon though.
Do you have to do damage on the fortalices? I'll probably do this so I can skill up staff.
Zero damage doesn't get skill ups?
Also the reason why they probably have less than max HP is because they probably get killed from random aggro
