I enjoy these movies for what they are -- Zombie action movies. I think it may help that I've never actually paid for one of these movies, I rent them on netflix. I certainly won't be seeing this in theaters, either, though I'll put it on my list when it comes out to rent, because, hey, why not.
I don't know if the studios would have trusted this franchise to be suspenseful for the general moviegoing audience. The basic premise is "there's some zombies, here's some guns, don't fucking die!" However it may focus in the game on the "don't fucking die!" part over the "here's some guns," all Hollywood see is "zombies + guns = action!" So you get what we've seen.
It's not really a surprise, it's a tried and true formula. Comic movies have (more or less) broken their curse, but not so much for video game movies.
Why all the hate on part 3? I think it was part 2 with the giant cyborg was the shit one. Part 3 added Ali Larter and brought her back, could be cool.

You can watch all the Cut-scene's in Resident Evil (Remake [Including Jill and Chris]) in about 30 minutes. Each of their campaigns is about 6-10 hours long depending on your play style and so forth. Resident Evil is hardly a long game, it had plenty of potential to be made into a good movie (I was thinking something like 1977's Alien but inside a mansion.)
Also, the dude who plays Wesker in the original Resident Evil Live-Action opening movie looks X100 more like Wesker than that guy.
along with all the files you can read as their back story which if you read every single one could take hours.
Also, what do you think is more plausible. That they auditioned people for the role and no one looked like your vision for Wesker? Or... they purposefuly casted someone that didn't look like him to piss people off. since you know.. pissed off people is what drives ticket sales right?

Need to reboot this series. A movie true to the first one would be epic if done correctly. But that is asking a lot. I like how they do manage to incorporate pretty nice looking character designs though. Nemises, the Tyrant, and now the Executioner with the giant maul/axe. Like most of you guys said, suspense/scary would have been much better than action.
