A rogue doctor arrested in Dubai for carrying out back-street liposuction is an international fugitive wanted by the FBI and Interpol.

American national Steven Moos, 40, has been arrested on suspicion of masquerading as top US surgeon Dr Steven B Hopping and operating on unsuspecting patients in an Al Barsha villa.
Hopping is one of America’s most respected surgeons and was president of the American Academy of Cosmetic Surgery.
Brigadier Khaleel Ibraheem Al-Mansouri, head of CID at Dubai Police, told 7DAYS that when his men raided the villa they found files on about 100 women, who they are now trying to trace.
He said international crime squad Interpol had previously issued an arrest warrant for Moos, listing his offences as forgery, counterfeiting, crimes against life and health, crimes against children, trafficking and drug-related crimes.
Doctor struck off for using unlicensed drugs
Moos was struck-off as a doctor in the US in 2004 after a string of convictions relating to selling and using unlicensed drugs, such as liquid Viagra.
He has also been the subject of a $400,000 civil case, had his medical licence revoked and has been indicted on criminal charges.
But when a warrant was issued for his arrest in the US state of Oregon, he fled the country and is believed to have hopped from country to country for the last six years, reportedly operating at clinics in China and Mexico before turning up in the UAE.
Interpol issued a Red Notice - reserved for the most serious offenders - in December 2009, while the FBI added Moos to its most-wanted list in 2004.
Al-Mansouri said that the investigation started after two female patients complained Moos had left them disfigured.
Dubai Health Authority confirmed he was not licensed and they raided the flat. Dubai Police said Moos has confessed to impersonating Hopping.
It is thought customers were attracted by rock-bottom prices - as little as dhs500 per surgery.
