You gotta make sure to set the date basically a minute before the month changes into a winter one. So like.. set it to November 31st at 23:59, then go in game and at 0:00, change areas, the season will change.

As for the Vullaby.. yeah, nature doesn't mean shit. Just wanted one for the dex entry. Also I need a Purugly. >.> That fucking cat (along with Stuntank) has avoided me for too long.

I just got it, it has nothing to do with seasons, There was a old man near the bridge in pinwheel forest who was blocking doubles grass, head down there and surf to the left and you'll get it, there is a few more items and a cave that is currently blocked for me

That cave is unblocked once you catch Cobalion, it's where another one of the Justice Heart legendaries is.
