you need a system like we have in AU where we don't decide how many tutors/lecturers to put on a class until everyone who's interested has signed up.

if you have 101 hours and are just now doing gen eds, you're doing it wrong

I don't think this would work for my History one as I do not see a specific non-western civilization history course. (Under social sciences and History only 8% of the exam is based off it? May not qualify, but i'll look into it anyway).
