Southworth, a Republican and a Christian evangelical, took issue with a law Democratic Gov. Jim Doyle signed in February requiring schools that teach sexual education to adopt a comprehensive approach.

And innate/internal biological cues that are naturally occurring and play just as relevant a role. Humans are mammals, which are animals, which have certain points in their life cycle where their bodies are being prepped for reproduction, not just from the physical capability to do so, but also the primal subconscious cues that underly what sexual immaturity and maturity are. I'm not saying that we should advocate kids to have free reign on these urges, because obviously there is a myriad of implications in doing so, but lets approach this realistically.
Underage kids are going to bang. Unmarried people are going to bang. People bang.
Its not a matter of preventing it from happening outright, especially on the abstinence only ground, which is often rooted in religious undertones that use guilt and fear of damnation as leverage. Does, not, work. Just creates a culture that when it inevitably happens an already difficult situation is compounded and made worse.
Educate kids early, starting in middle school, with basic stuff, then gradually increase the detail. By whatever the average age of having sex is at the time in this country, how does it not make sense to make sure that those doing so have the knowledge to at least make a formative decision. Its amazing because statistics show the number of sexually active teens increases annually, the average age gradually decreases, and yet the same archaic ideas that have failed time and time again are still be advocated and promoted as the right solution.

They seem to take on this idea of.. it's not working, so keep on trying, just harder. Or maybe they've deluded themselves into thinking it is working.

Honestly though, I had to laugh when that guy tried to compare condom usage to needles. Do these guys honestly think teaching how to use condoms/pills is going to convince people to have sex more than the other shit that surrounds teens? Last I checked teaching about condoms also meant telling them they're not 100% safe and the only safe path is abstinence so I really don't see the problem.
This country has a serious fucking problem with accepting accountability. That's what this issue is all about- Accountability. People are always looking for some external source on which to place the blame for everything that goes wrong with their lives. Your teenager gets/gets someone else pregnant? Blame the schools! Blame the government! Blame the other kid and/or the other kid's parents! Blame anyone but yourself or your own stupid kid.
It seems to me that this legislation was intended to cover their teachers' asses. To me, this law says "So, you wanna sue our teachers cause your kids fucked up and had kids or got diseases? That's the last time we try to help YOU. Teach em yourself."
Personally, I don't have a problem with this. People get sued for a lot of stupid shit in this country. The schools and government are sick of trying to help people out and getting shit on in response.
I always think it strange to hear people complaining that kids are growing up too fast. The reality is before 16 most females are sexually mature and most guys before. Trying to stop them from knowing anything about sex seems to be a disaster in the making. I've read that abstinence only programmes delay the first sexual experience slightly but have a massive increase of unwanted pregnancies and diseases because they both know nothing about birth control and because they're too ashamed about having sex to seek out condoms. It seems to me that people are kids far too long, not far too short, and that teenagers need to learn a lot more about life in their teens, not their 20s and 30s. You don't magically have all the information about being an adult sucked into you the day you turn 20.

It's aligned with the regions culture too. that what makes Wisconsin unique; the purpose is to enhance the trade ties, the economy in general and also focus on tourism. at the same time, sustain the culture of the region. the idea is beautiful in my opinion; by no means we have invited liberals, progressive to our state to help us change our culture, its all business.
