I think the slow combat claims have to do with the GCD boiling down our ability use to roughly the same speed that autoattacks would normally go. While I don't doubt this is mostly intentional, this basically means that we're forced to manually execute slightly more powerful autoattacks without the option to mix it up further with off GCD JAs or WSs. To dumb this down even further, everything you want to do is connected to your GCD, everything. Even if the wait itself isn't horrible, it seems slower since you're doing less in a given amount of time. Also, this gets complicated further with the gauge; since you always want to max it before you attack, you almost always wait for it, drawing out combat longer. It is slightly interesting replacing automated attack sequences with player input and the GCD is short enough to keep things interesting, but it would do the game better if the only ability connected to the GCD was the default attack that generates TP. All other attacks should just have individual CDs balanced to keep people from spamming, like most games.
I have to wonder if you are playing with keyboard/mouse (typical pc setup) or with a controller (typical console setup). With a controller, that extra time between being able to use attacks is pretty much a must, as you need to scroll through your abilities manually with the d-pad - pretty much as they were on the XBOX for ffxi. While I know you can use a wireless keyboard with a PS3, I still imagine most people on the console will use the gamepad for the majority of content, thus making that extra "slow" time useful. (All guesswork I admit.)

I don't think you want to max the gauge before every attack. It doesn't only increase damage, it also lowers accuracy (from what I've understood).
If your accuracy is above the cap, then it might be beneficial to always wait for the gauge; but if that's not the case, some kind of in-between or no gauge at all would probably work better.
People use a controller? I thought the internet had pretty much resigned itself to only using keyboard/mouse for every game that's played on a PC.
Not sure about the acc thing, my hit rate is pretty good at full bars, I've only had misses regularly at 1 bar. That might be a product of my stat distribution and the mobs I fight, but even on the rougher leve mobs, I don't miss often at full bars.
I think a better idea would be to use the GCD for what the term implies, have the "cooldown" on normal attacks equivalent to your modified weapon speed and then cooldowns on spells/other abilities as SE sees fit. If you only have a GCD on normal attacks (ie. what would previously have been auto-attacks) it's not a GCD. It's an ability-specific cooldown. The purpose of the GCD is specifically to prevent spamming or, to word it differently, to prevent the game from devolving into a case of, "whoever has the best turbo controller does the most damage." I know I'm nitpicking...I'd just prefer that terms like "GCD" start seeing proper use early on to prevent confusion down the line.
