Keeping full screen applications maximized?

As many of you no doubt know, when running an application in full screen if it loses focus it usually minimizes. Right now I'm running a dual-screen set up and so when running a game in full screen on the primary monitor whenever I click on anything on my other monitor the game minimizes.

I'm wondering if any of you know of any options, whether for the game (tf2 in this case) or the computer, that would keep it from minimizing. Running the game in windowed mode isn't an option because it ends with me being unable to maximize the game for some reason ~.~;

Nope, it has to be windowed. You can't have a full screen game and say chat on other monitor unless its windowed.

Right click game in Steam, properties, launch options, paste;

-novid -noborder -sw

Close, done. Set resolution to desktop.
