Does win7's tcpip.sys have the same problem with halfopen connection limits? Might check that (use TCP Optimizer) if it started after doing a windows update

In Windows 7 it should be set to full. Unlike previous versions of Windows. At least thats how it was explained to me.

When your latency spikes, try plugging your computer directly to the modem instead of the router. If the ping isn't shitty, it's your router.

You can also buy a new network card or router to troubleshoot, and if they don't solve it, just return them, All hardware should be refundable.

I wouldn't fuck with any registry settings or windows services if you don't know how to return them to default if shit goes brown
