I don't think FDR passed a law allowing local police officers to question someone's citizenship/residency status when citing someone for jaywalking or watering their lawn on an off day, nor for their race.

Annnnnnnd Native Americans were there before the Mexicans. Then the Spanish claimed it. Then Mexico gained military control over AZ. About 25 years later the US won the Mexican War and took control of most of AZ. The rest of the state was bought a few years later.
