I agree with ringthree analysys, it's just a smart excuse to ease the amount of modelling work they had to do. Mind me, a "smart" excuse isnt a "stupid" or "unacceptable" excuse, by definition.
Also, I was quite dissapointed with all of the announced rebuilds. Basically, all they did was taking the new models from LK and scatter them all over Azeroth.
Ogrimmar now looks like a giant Warsong Hold (or those other fortresses in DB or GH); the Scourge "finally setting" in Silverpine is basically models from Scourge settlements in LK placed all over said location, and so on.
All in one, it's perfectly understandeable since WoW lead team is probably on something else right now so Blizzard is just acting a little more pratical than usual. WotG was the exact same stuff.
No, it actually makes a lot of sense for the buildings to be similar. That's what that population knows what to do and likes. I bet you if you were to go around and look at US army settlements across the world they'd be pretty similar for the most part.
Edit: It also fits the history of the Warcraft games. You built the same buildings the entire game, you just got a little extra variety as you went, but the buildings all looked the same.

The point is Ogrimmar buildings were modelled years ago, textured years ago and, overall, based on old artworks.
LK updated concept arts, new artworks were made, better built 3D models were assembled and so on. Everything that has been done in LK which was linked to the old world was in fact "similiar" to vanilla and at the same time, years better.
In Cataclysm, they simply took the newest models from LK and placed them in the old world, basically "updating" graphics. Good job, but it'd still count as "polishing content" not exactly something you'd shout around saying how proud you are for it.
Creative changes happen all the time due to technical reasons. It happens in TV, Movies and (no surprise) video games. When it's something as insignificant as as a change to less than 1% of the game world, seriously... who gives a shit?
People tend to give a shit about this sort of stuff based on how much Blizzard rakes in from the game. I'm not surprised though they are reusing LK buildings, I honestly like the new alliance Inns. They could have done more though imo, where the fuck is the upgrade to old world character models?! D: Humans and Night elfs and trolls still look like shit
The only reason I originally mentioned it was because the lore explaining why the park was destroyed didn't make sense. It was an obvious paint over.
It's not like there aren't a ton of new graphics either. I really like the new hobbit-like buildings in Twin Peaks. The building design for the Worgen areas look awesome too.
It does look like they are rehashing more older designs, but then again, they are partially redesigning the entirety of the old world. This is a major undertaking, and it looks like it's turning out well. Uldum? Even with new graphics it looks recycled. Blasted Lands, Gilneas and Twin Peaks? They could have easily recycled stuff here, and they didn't and did an amazing job.
Honestly though, if I was a hardcore WoW player (I play a decent amount, two 80 characters, but nowhere near as much as I play FFXI) I would be way more worried about the fact that they cut out Path of the Titans, and that the "major changes" to the talent trees have so far been pretty minor.
Whenever WoW lets me down all I have to do is think back to FFXI to realize how good I have it now
the more i see and read about cata makes me happier that i stopped playing wow and gave up on MMOs for the time being. im not sold on cata at all. might be different for others, but im not impressed. i really don't like the indian giving they do with new features, and tbh all that stuff would have been fine if it were implemented.
