Well his hate gets rather wonky at lower HP so there is a good chance that it could have just drawn you in randomly as you were leaving and stayed on you.

It did 1680 damage to me, I wish I screenshotted it.

If dissipation had gone off at 19% then you may not have had shell up at all. It's one of the things I ram home to all our WHMs and RDMs.. make sure that at least shell IV is up before CB. Usually I just run in and recast V.
