I think on their scanning monitor they should have to draw a large penis, where the penis normally shows up, so everyone looks to be very big. And then you could pay female attendants to make audible gasps of pleasure when the guys get x-ray so they don't get embarrassed about their size.

That would honestly be a great tactic, assuming that's not what terrorists already do. Using the paranoia of americans against themselves. Come up with more elaborate ways to make americans ramp up security in ways to make them even more miserable. There is probably a breaking point where Americans can't take anymore security, and that is probably the greatest goal. For example, forcing Americans to the situation where they need regular anal cavity searches would be hilarious.
