You can piece together a tourney-quality stick for $90-110 by getting the low-tier SSF4 or WWE All-Stars mad catz sticks from gamestop, they only sell them in-store but you can search store availability near you online. The SF one costs $40 but is getting kinda rare, WWE is $60 but considerably easier to find. Getting sanwa buttons/stick, an octagon gate, some custom art printed on lami-label at kinko's, and some acrylic paint will run about another $50. The hardware is all plugs, no soldering needed to swap stuff, and the resulting stick is comparable if not superior to the $130+ Tournament Edition sticks they sell.

Was speaking strictly mechanics, the CS2 update for the consoles is just for the cast re-balancing and engine/gatling path/combo changes. It also updates the Challenge Mode combos since some of the original CS challenges are no longer possible to execute.
