advice about my ISP?

my isp is www.cablelynx.com and it just sucks.

throughout the day i get randomly throttled to the point where i can't even check my email...

on their site, the package my parents pay for says it offers "up to 10 mb down and up to .25 mb up"... is there any way to get more down? i mean its NEVER that high, not even at 4 am.

even after i posted this i ran it again, i can't get a static fucking number for this ISP's speed..
on weekends i may be lucky to get 1 mb down sometimes.

That amount of upstream bandwidth is incredibly small. You have a max upload of about 30 kb/s which is hardly anything. It's bottle necking your speeds because even when downloading things, you still need upstream bandwidth to communicate and get the best speeds.

Since you said your upload speed is what you're supposed to be getting, your only real option is to upgrade your service.

Oh cablelynx, how my area does NOT miss you. That's just in line with their shitty, shitty service. It's either their hardware or software limitations on their end. Suddenlink bought out the majority of their subscription area around here and started delivering package speeds (not "up to" speeds like you're getting.)

There's little you can do, to be honest. It's just a shitty ISP being a shitty ISP.

You don't really need upload unless you're running a server or torrenting. Both cases are solved by a seedbox too. ;o

Cephius makes a valid point, if your upload stream is bottlenecked it will fuck the down one in return so you'd have to get a better plan.

Your ping is amazingly high as well, I vote changing ISP >.>

Well, I'm not exactly sure how cable works (read: used by like 1% of the population here) but I remember my friend getting shit down stream around peak TV times when everyone in his block would turn on the cable TV.

This is on a good day, often my ping will shoot up and download speed drop as low as .3 Mb/s. Shit feels like dial-up sometimes

@OP: Your ping is pretty horrible, are you on wireless? It's probably more likely to be due to your ISP, but your router can contribute to it too

That sucks, I would call them and ask whats up, or look into a different isp, if available. heck even satellite might be a bit better than that lol (if it is already satellite please excuse)
