Online banking, request money?

There's an option for "request money" on my bank and then it gives asks for the email address of the person you want to ask money.

Could this be used in place of paypal or if not what's the purpose of it?

this would seemingly circumvent wire transfer fees. so i'm confused.

Well I have bank of America and Higher one. The account in question would be higher one.
