It really comes down to how many idiots you have in your group that pull hate then drag the boss out into the middle of the room so no one can get out of meteors range.

Plenty of "out of the way" areas in Riverne to add high level XP camps, and probably Pso'Xja as well.
Sacrarium and Aquaducts will likely be left alone. I also doubt they'd touch Lufaise and Misareaux Coast.
I think they might squeeze a high level camp into Attohwa, and maybe Uleguerand and Movalpolis.
They've done this before, in 2004.
I remember exploring the lower half of KRT before Vrtra existed... completely pre-CoP. The area started off with level 50-55ish Funnel Bats, not Dire Bats. Further in were the level 55-60ish Goblins (Goblin Raider, Goblin Bouncer, Goblin Hunter, Goblin Enchanter, etc...) By Vrtra's door were the Testimony level Goblins.
I remember taking a level 48-49 party down there expecting those goblins, and finding Spartoi skeletons. They weren't too happy. I totally missed the boat on that update.
They made another change somewhat more recently - maybe 2007 or 2008... to Ro'Maeve.
Infernal Weapons and Apocalyptic Weapons used to be strictly behind the Moongate, but they changed that at some point. I think a couple of other areas may have been adjusted as well.
Even excluding CoP areas, they could add camps in several older areas.
Meriphataud is still a vast waste of a zone. There's a ledge in SW La Theine that's inaccessible, but there's actually a pretty big area up there (don't ask how I know that). There might be a few spots in Beaucedine they could use, and probably a few in Xarcabard. There are other possibilities out there as well, but it'd be tough to manage while not "disturbing" quests and NMs already in place and "blocking" access to areas for lower level players with overpowered mobs. Example: It'd be a bad idea to place level 85-90 mobs in front of Fei'Yin, as it kinda disrupts the "progression" of things.
Also, sticking level 85-105 mobs in every "unused corner" of the game would likely discourage new players (I know, I know...) from exploring.
I think they will raise levels of mobs in promy/riverne, aside from abyssea, theres gonna be nowhere else to camp decently after about level 78, so its either new camps in abyssea add-ons, or higher level mobs in previously level capped areas. i dont see any other way they could do it.
I can't really understand why they haven't done it sooner. The only things that come to mind are:
1) Mobs in dungeons drop coffer keys, testimonies and major quest drops (like Papyrus, etc)... and SE wanted to cockblock on those (remember, these used to be highly contested mobs...)
2) Lotto NMs in dungeons drop better gear than lotto NMs not in dungeons, and SE wants to cockblock on this (I'm prepared to eat crow on this, but off the top of my head: Fei'Yin Shadows, O Kotes, random beastmen NMs... basing this on 2002-2004 top gear, etc)...
3) Regular mobs in dungeons drop better items than mobs not in dungeons (Mostly true... high level magic scrolls, money items, etc... typically drop off mobs in dungeons, not so much in the field).
Really, they should just make it 5 minutes now, like most other areas. Mostly everyone has AF now, no one really scroll farms anymore, most pre-Zilart gear is obsolete now - save for a few pieces... E.Bow doesn't need to be so "rare" anymore, etc...
They should add high level colibiri to that island in Bibiki Bay that I can't spell. Just have some NPC say they all migrated in for the warmer weather or something.
