Yeah its not the best ever lol, but took me few tries to get, wish I got a +atk instead of -bp delay but at least it lets me hit 45 seconds instead of 46.

They don't know something we don't. The kinds of JPs you're talking about are most likely the ones with shitloads of gil and nothing better to spend it or their time on.

Meh, Viridian Key... too bad that's one of the few items that the Tenshodo Coffer can spit out with Haste. :[
