There are actual people who make a living on writing up rental property owners for disability violations. They use phonebooks and start from A and continue by calling/visiting the property and finding all the violations. After finding the violations they send legal threats to the owner and monitor them for compliance within a certain time period. Some of their investigations involve sending a fake tenant to apply for the place, just to see if they get treated unfairly.
There are also discrimination investigators who do similar probes with fake tenants for racial discrimination, once a person contacts them with a complaint about a property owner.
Doing deep credit checks and reference checks also helps.
Your best route though, is to be well-versed on your rights and the rights of a tenant along with your local housing laws, long before even placing the house open for renters.
