if the 1% haste is knocking off a sec on the recast/speeding up tp for atonement, why not?
this is assuming you're not taking alot of melee hits regularly enough for the blocked dmg to make a big difference.
and yes, i own/use terror only, cause of inventory issues not worth the situational shield.

+HP/MP should never be used in an argument, optimal gear swaps on PLD will always +/- 75 or more HP. The HP+20, in this case, you are only including when taking magical damage. The only way for that magic damage to get through, is to be an AoE or have your shadows down. Either way, you are likely to get a physical hit landed on you as you recast shadows after said AoE/nuke. For this one hit, the greater PDT of Kaiser will be better at stunting enmity loss than Terror shield.
There's no reason to defend Terror, it goes Kaiser>Terror>Koenig and there's nothing you can do about it. Stop being poor.
Why is +hp not included in the argument of what's better? The same pld using terror shield over kaiser/koenig will have 20 more hp at all times given equal gear. Greater maximum hp reduces enmity lost, shield procing or not. Last math I saw that related shield def to damage reduced put it at 0.5%PDT per def (if this is wrong correct me). So that's 1.5% less damage taken ONLY ON BLOCKS. Overall less hate will be lost with terror when you consider stuff like unblocked hits (common), magical damage, aoes, ect.
I misunderstood what you meant by the "works" line of your sentence, I took you as saying it's HP you can use effectively to not die, etc.
While it's minimal, you're also not including the slight PDT change due to the +DEF and +VIT on Kaiser. It's also dead useful against Beasts, as you probably know.
Well, that's probably where our opinions stray, then. In my opinion, due to shadows, my shield is there only as a last resort. As such, when it's needed, it should be blocking as much damage as possible. Enmity is never a concern, in light of cure cheat and Atonement, along with more than +50 enmity for every action.

While kaiser is better damage reduction its a tiny tiny amount. If you are honestly fighting something where enmity loss doesn't matter, it's probably weak and you should use sentinel to kill it faster.

Tiny, yes, but again, the only purpose of a shield in FFXI these days is as a fall-back should things go south. And to reply to your next statement, the correct way of wording that would be, if you are honestly fighting something where enmity loss from damage taken doesn't matter, you should probably be on SAM anyways.
Truthfully though, there is nothing in this game a top-tier PLD really needs to worry about enmity gain on. If it's a long fight, even the best PLD will eventually have hate stripped from him by a good DD, no amount of +HP from a shield can prevent the inevitable capping of hate by those around him. As I stated before, with a cure cheat and Atonement, along with a healthy dose of job abilities used with good timing to keep CE and VE high, there is no reason to worry about tiny bits of HP.
I'll use a possible situation for my example. In a common HNM situation, with roughly 1400 HP (pre-Terror shield), a hit for 250 damage will result in -321 CE. With 1420 HP (post-Terror shield), a hit for 250 damage will result in -316 CE.
Taking into consideration the additional PDT of Kaiser shield, based on the additional DEF and VIT alone (not on shield block just on the addition of it in itself) the difference in CE lost will probably close even a bit more. You prefer to save yourself 5 CE when being hit, I prefer a bit of an extra buffer via getting hit for *slightly* less. To each his own.
Edit: I realize I didn't address Palmerin's. And for that, I actually have never even considered the shield, and truthfully do not have a reason why. Perhaps now I will.
I was mainly responding to the statement of Kaiser>Terror when i feel that there is probably more evidence supporting the opposite. Overall tho you could probably use an ash shield and it wouldn't make that much of a difference.
Palmerin's is a really sweet option that people never look at. It's cheap enough that you can spam it with fov to get something nice. I know that someone got a +20hp augment on one which is pretty sweet.
Kaiser is better than Palmerin's if you need Enmity, are fighting Beasts, or are at the -MDT and -PDT caps. Otherwise augmented Palmerin's can definitely beat Kaiser's. You can get Enmity Crit Rate -7% or so on it, which basically means most of the things in the game will be unable to crit hit you.
You need Enemy Critical Hit rate -6% to cap on monsters with a 5% Crit hit rate, so 7% should cap you on everything that has DEX within about 10 of your AGI. Toss on 4 Enemy Crit Hit merits and you're capped for a looong time.

TL;DR: VIT and DEF are more important than HP. Wut?
I hate to beat the dead horse that is the Terror vs. Kaiser debate, but I've never understood the appeal of a Kaiser Shield. Terror will be measurably better every single time you take magical damage. No debate. Kaiser will be slightly better when you get take a physical hit. How much better will depend on the mob's str and attack, your vit, defense, and shield block rate (which will all depend on whether or not your had hit your "ohshit" macro in time), etc. Calculating the exact relative advantage would also have to account for the frequency you're actually getting hit with shadows down, which will depend on the mob, your support, your skill in recasting shadows, etc.
I'm sure there are situations when the vit and defense will make a difference, but every single tank takes magical damage at any fight that matters. Terror is better for maintaining enmity and survivability against magical damage and gives you 3-4 million you can spend on something useful. Including a Koenig Shield if you need Beast Killer or absolutely know that you're going to be blood tanking.
