I'm sure they're walking by then so maybe some action figures? I'm sure they'd appreciate clothing more than anything, just nothing small that can be swallowed like buttons or accessories as far as the toys go.

I'm not a parent, but being a total softy I'd say some gorgeous snuggly toy would be appropriate for a 16month old.

Not a parent but I have a 13 month old cousin. He doesn't like stuffed animals, he likes stuff he can bang on. Or things where you have to put something into something else, like a ball into a hoop or a circle into a circle area, that kind of thing. Something that stimulates their mind. Oh, or BOOKS!! Kids love books, get him some awesome books.

If he's anything like I was (according to my parents) give him money.
They had a huge ass massive glass filled with coins.
Whenever I got to loud/annoying, they'd empty the glass in front of me and let me sit there Scrooge style and put the money back in the glass ,then hide it!
(I guess I was doomed to study economy later on).

That's a good idea - or puzzle games with really large pieces so he won't swallow them.... or huge Lego bricks...

at about 2 he'll probably start playing with things like cars and trucks and stuff, you could get some of those big-arse uncomplicated wooden or plastic cars.

Anything that is too big to be swallowed, mine is 14 months at the moment and Lbelle pretty much summed it above. Big legos (duplos), building blocks, things that make noise when thwacked or can be tossed around endlessly are totally awesome. Durability and un-swallowability are the main two requirements for toys for under threes. Our boy's current top toys are a small lorry and a bunch of building blocks. He can spend ages either putting blocks in and then taking them out and then pushing it around. Turning it around and using it as a drum with the pair of maracas he has also works. Very basic child-versions of musical instruments are great but only if the parents in question have the patience to put up with it. Books are the solid, safe and quiet option.

I know around that age my nephew loved to draw on his drawing board. He had crayons or some of those big pencils. Basically stuff he couldn't swallow. Even now(3 years old) he still uses it, so it'll be a gift that lasts for awhile.

You doubt me, but more often then not, kids will play with the box the toy came in before the toy itself.
