It's pretty safe to say that if he brought it up before the announcement, he probably would've been sued to hell and back for breaking a likely NDA about the negotiation. So, the theory Hulu did it hoping for him to cave is probably the more likely outcome. Close-knit as the established VA community may be, the legalese they're often bound to is not fan friendly.

Voice actors are generally underpaid by quite a bit. They want to revive a popular show but not pay the main stars what they're worth even though it's going to make a lot of money?

Sure, do it for the love of the show, but he advocated for all of them. It's not his fault they didn't do the same nor should he be ashamed for wanting more.
