On a whim, I tried to silence a Mandragora to see if it could still scream. It did.

I think that Scream is just a TP move, but the dragons actually use a Bard animation before using their songs.

So Scream is proceeded by the red lines going in toward the mob, but dragons songs get the notes floating around it.

I am not positive that is the case though.

No they don't. Lodesong, thornsong, etc are normal TP moves.
