dude, there is a soccer game on TV almost every day in the DC area, idk where you live. (UEFA,LaLiga,MLS,etc) I realize part of the issue is less games on but that isn't the only reason why there isn't a bigger following in the US.
Other countries don't even play other sports like the US. They have Soccer, cricket, tennis, golf and some random other shit, so it's not amazing to understand why they love soccer.
edit: with your reasoning Baseball should be the most popular sport since there is like 20 games on every single day for 8 months and it's far from it.

the fact of the matter is domestic advertising for baseball per season is almost twice that of NFL and 2.5 that of NBA, and that's the closest I can think to measure a sport's popularity

I'm kinda' curious as to how they promote over seas as far as star power vs team lore. Let me explain.
The NBA promotes the players first, then the NBA really. There's a lot more of a focus on star power and star rivalries (Bird-Jordan etc), to sell the sport.
The NFL promotes the league/teams first, then players. There's more of a focus on league lore and team rivalries (Bears-Packers etc) to sell the sport.
What's the focus with soccer over there? Is it the star power and individual rivalries they focus on? Or is it the rich history and rivalries of the teams that they use to try to draw crowds in?
Soccer is sort of a blind mix over here. We don't many stars (Donovan and Howard? lol) to showcase, and our teams are still infants, so there's not much lore or rivalries there.
I wonder if they tried to focus a bit more on some of the teams and players from la liga and such if they wouldn't get a better response (since they did finally start showing these games here).
ticket sales is not that good of an indicator for popularity, particularly because of availability and pricing
but yeah, although baseball popularity, in terms of advertising, is declining, it's hardly lost any ground to NFL or NBA

if the US has any kind of significant and consistent success in the world cup, then there are very good chance pro league will get more exposure, and that will 100% increase its popularity despite stupid rules and flopping
