The action gauge seems to have been replaced with something akin to the FFXIII ATB system (constantly filling up gauge) and the Rogue Energy system in WoW. It now always fills up at the same pace and all actions take off a 'bar' from the action gauge differently. Thus you can't 'spam' abilities unless you want to just do the same normal attack infinitely and have no special attacks. Now you have to wait for the gauge to fill up a bit more to use bigger abilities. I like it, fast and allows for a degree of strategy with when and where you should be using abilities. Store up to make a good selection of abilities quickly or just spam a routine. Should make partying dynamics interesting. Especially for healers. "Oh crap I can't heal you fast enough because my ATB gauge is near depletion!"
The basic moves (like slashes and phantom needle or whatever) take out chunks of that bar, or MP. This works the same as in alpha now, as these moves generate TP, which is now a bar next to the HP and MP down the bottom.
It looks like a pretty good way to allow constant attacks I guess, though I'd imagine more powerful moves take out larger chunks ala FFXIII? I think the ability to stack moves might not be such a bad idea either.
EDIT: You can also see in the video, when her bar was depleted, a small box showed up when he selected a move over the amount of the bar that was required and it simply waited for that to be full and then initiated the attack.

looks like the major change is they got rid of teh effect gauge, because you fools couldnt handle having the option to attack faster! no lag, and slightly faster atb charging, but the biggest difference is that now your atb just keeps charging, each action uses a portion of the atb, the person playing was basically spamming attack though, didnt use thier tp very often or thier skills, probably to make battle seem fast as possible. its not a huge change really but it gives you the ability to chain attacks more, also reaction skills should work better like this, you can just save a little atb for skills that require a parry or evasion before execution. looks nice though, i wonder if shield works the same here
Looks like RLB also still uses MP, which is odd as I haven't yet seen any other Weapon Skill-like moves use MP.

Watched the combat video again looks spammy. I wonder how the charged bar will work with accuracy ect now.
