Because every Cable operator (in America) includes some form of PowerBoost technology it's really not possible to get an accurate speed test off those flash/java based speedtest sites. The tests simply don't last long enough for the speed to taper off.

Speed's going to vary based on the speedtest server's capability and the path the packets take to get there. That's not an uncommon result.
ShaperProbe is one of the best for getting accurate results in this regard; another option is download a bunch of linux ISOs (or other equally big downloads) simultaneously and see what your sustained speed is.
