I'm pretty sure that had nothing to do with race. She was really throwing a fit, and resisting arrest. Oddly enough, even after she was visibly fighting the officer, the spectators were shouting at him instead of her? Guess they're just sticking up for their friend, I guess.
Perhaps the punch was a bit overboard, but had he tased her, sadly this'd have been just as big of a deal. It was a no-win situation for the officer, but hopefully he managed to get her into the back of his cruiser without further incident.
