Ignoring the imminent level cap increase, what should I focus on first for BLM merits (I have nothing relevant already merited), elemental skill, potency, or some third option? I assume skill but just want to double-check.
Are there any disadvantages to changing allegiances in the past? I cant seem to find any info about it on the wiki. Id like to jump nations to to get an AN body piece then jump back. Do I need to wait like 30 days or something between the allegiance change?

Depends what you are going to be using blm for. I could see doing enfeebling skill first if you are going to be relied on for sleeps, or elemental skill if you are going to be nuking resistant mobs. If neither of those are the case, max your potency merits and get 1 point into freeze2 and burst2.

If you are going to need to solo for EXP/Merits on BLM, I recommend a few enfeebling merits, if not capped, and getting a good gear set. Will save you a lot of deaths and headaches on resisted gravities and sleeps. If not then I would unlock at least Freeze or Burst and start on potency and elemental.
If you're referring to puddings, a basic +30 skill enfeebling set and some macc/INT gets you fairly close to capped land rate (if not capped, depends on how much macc you throw in) on them even without merits. I have no enfeebling merits at present and once I progressed past the basic +30 skill build my resist rate floored.
Also a benefit to Paralyze II merits is that your full MND Paralyze won't be overwritten by some gimp RDMs full enfeebling gear, not very potent Paralyze II. I know I'm doing 2/5 dia and at least 4 into Slow II, but not sure if I'm going Paralyze or Bio for the rest.
I had some trouble when I first started soloing puddings with gravity sticking. I can't remember the exact setup I had but I know it definitely had spider torque, the 2 igqira and even AF+1 body and I had trouble til I got an Auster's and some merits. Could be just unlucky I guess![]()

Not with a D1 dagger. It is a rank zero weapon and so has a minimum fSTR of -1. 1 - 1 = 0, and any pdif you multiply this by will also produce zero.
EDIT: My question! Does Love Halberd proc on Jump/High Jump? Wiki says OAT weapons do, but jailer weapons are weird. I've been using it a bit lately with stones still in the ammo slot during J/HJ but haven't noticed anything special (though I might just miss the TP return since the thing TPs so damn quickly). I would've thought if it was proc'ing, it would be obvious (DAs on 50%+ of my Jumps)?
