No shit it's an average, but in the process of averaging occurrences within a time frame, the statement becomes false. It's just a way to take the "this has happened this many times in this amount of time" statistic and sensationalize it.

I understand it and the purpose of it, and especially from my advertising background as well... It's just that factually, no, someone is NOT actually arrested every 17 seconds for drug related violations. The statement simply becomes false because they didn't mention anything about an average or just simply state the original statistic of occurences per time frame.
