Depends on what "tier" you want to refer to, getting more specific every time.
Indo-European-> Germanic -> Mediterranean -> Southern Franc for instance(you can obviously break it down even more, greatly simplified).
So a person from Germany, Austria, and Southern France would all be Indo-European and Germanic, but only the dude from France is also Mediterranean.
In my anecdotal experience most people seem to identify strongest two steps away from their most specific category, and the most specific category is often a slur.
Not so coincidentally they line up with language barriers pretty often too.
No idea if this question was serious or not.

In my personal experience most Iranians consider themselves "white"(as taken from the US census), and if you asked people without telling them they're Iranian they'd call them white too.

As for your example, I'd say Germanic and Persian myself, so yes(as I said, it depends on how technical and specific you *really* want to get).
