I can't say for certain, but I'm fairly sure that combined this is one of the largest updates so far in terms of file size.
Going by the PC version is: part1 - 62 + part2 - 127 = 189mb
The update from 11/09/09 was a combined 152mb, and the update on 6/09/08 was about 120mb. Just for the sake of perspective.

We will continue to do version updates. As for expansions, we've already started with Abyssea -- we consider that as an expansion pack. We'll introduce more of those as well.

Wonder how many emergency extensions of the update and emergency maint there will be afterwards.
Well, I wasn't worried at first, but then I found out the Medal of Honor beta (which begins the same day) for PSN is only for people who pre-orded it ; ;
... wonder if I can pre-order @ gamestop then cancel it after and put it towards Halo Reach lol.
It really only takes about 5~30 mins to push an update. What makes it "3 hours" is the fact that it takes about 2~ hrs to shut down the servers and reboot them after pushing the update.
Then there's the obvious maint. extension to fix some of the spaghetti code that obvious in front of them (as someone mentioned above with lols). That tacks on about another 1~4 hrs. Then the emergency updates and maints to fix the problems that we players find. However, there's been a few updates that has been straight forward, so dunno...
So I'd say about 5~11 hr maint. at the worst.
Something I've wondered, if they can have us DL part of the update weeks before the actual maintenance (the one earlier this month) why not just have us DL the entire update in the weeks prior to maintenance.
Could even release it gradually across regions so there's no one time when everyone is trying to update all at once.
3 weeks before maintenance: release update to EU accounts.
2 weeks, JP accounts
1 week, NA accounts
Much, much less congestion at any given time and server spam clusterfuck is one less thing to worry about on the actual maintenance day.

Point being the maintenance is necessary to run the game in a stable manner after you have downloaded the content.

How is having a bunch of files the game isn't programmed to access going to effect the game.
If nothing in the game used the .dat 5-6-7, how is having a 5-6-7 .dat going to matter.

Same reason they wait until the servers are down on update day to release the juiciest details, new item stats, quest/mission details and requirements.
If it weren't for dat miners, they could do what you suggested. Alternatively, they could keep the schedule they have now and just use a peer to peer torrent style update system.
I just hope that SE takes their time to instance Abyssea and (maybe) WoE......
