In digging for the "no cap quest" tidbit, I did find this about Abyssea.

In Abyssea, concerns such as the over-population of battle areas and the need for large time investments will be a thing of the past.

So hopefully it can handle the bulk of the XP parties... if that's indeed what it's there for.

It's pretty obvious by their NPC price that they're meant to be NPC'd.

The job level cap has been increased to 80.
To increase character job levels to 76 and beyond, players must complete the new limit break quest "New Worlds Await" offered by the Nomad Moogle stationed at the Ru'Lude Gardens.

Seems Maat is good place to be at
