I had the opportunity to test exactly this last night. We had a 16-man alliance killing Pachypodiums, and a friend of mine was in zone doing something else, and he wanted a time extension chest if it popped. A chest popped, I checked, it was a TE chest, and then I invited him to party. Once he was in party, I opened the chest, and he did *not* get the time extension.
This also helps to explain why you can get chest buffs on your way back to the maw when you're exiting. I think when a chest drops it has stored on some internal list the character names that will get the bonus when it pops. This is good for several reasons; you can't have someone outside of the alliance touch your chests, as it checks that only someone who is allowed to open that chest can open that chest. It also makes it so that only people in that list get the benefits of the chest, be it cruor, xp, time extensions, money items, pop items, or lights.
