I don't have much to comment on, but if you think funding for "xx" project/program is going to be only allocated to "xx" project/program, good luck on that one. For all they care, money is money, and it's going to be allocated to whatever they deem necessary. They look at it like a lump sum, and whenever something needs to be cut, they cut anything that's immediately not needed in their eyes.
