Sort of, but sometimes that's how it works out. And /whm isn't always an option.
Also, 93.5% hit rate, 34% haste (ie 19% haste, haste), the 3 acc STILL beats 1 haste, by a very (very) slight amount, with the 4 str pushing it further ahead. Even with 24% gear haste, and haste spell adding 1% more still won't overcome 3 acc, 4 str, unless fstr is capped. Any other haste buff will push turban ahead, and of course you should ideally being using hasso all/most of the time, so that should be the vast majority of the time, but again, not always.
Assuming 93.5% hit rate, the very least amount of haste you can have for 1% haste to beat 3 acc is 37%, and to beat the extra 4 str, assuming uncapped fstr, you'll need around 40~42% haste. And of course if your acc is lower than 93.5%, you'd need a few more (with 88% hit rate, 3 acc just barely beats 1 haste @ 40% haste, so you'd need probably 44%ish haste for it to also beat the 4 str).
Again, i'm not debating that turban is almost always better. I know it is. However it's stupid to disregard it entirely, because askar DOES beat turban in some situations.
