Well you see darryl using it at the end of the episode so he obviously has it still. As for time frame have to assume it's taking place the same time as last week's episode.

Despite what was said on talking dead Glenn is the most likely voice on the other end.

The other crew's leader had a walkie strapped to his belt too. I was thinking, would it be possible to tap into other people's wavelength? Not entirely sure how walkies work, but I expected Daryl to do that, seeing as he has seen the other guy carrying the walkie.

After closer listen to what was said, "Help!", it sounded a lot more like Glenn.
