See PM I sent you. Also: don't rely on local PD to get the ball rolling. I mentioned on a similar fraud thread that you can get pretty much anything if you know how to talk to people. You can fanagle your way in to watching the surveillance tapes if you "are investigating a burglary and have a lead". Not to say this method isn't illegal but honestly unless your case is assigned to a major case squad, the probability of your case getting solved is practically zero. Fraud just isn't a high priority lead for prosecutors these days because reasonable deniability can make or break your case (i.e. I got the card from my boyfriend! I didn't know it was stolen!".

Either impersonate a private detective, or a police officer to gain access to surveillance videos of the suspect?
If so, you can figure out who it is but when it comes down to prosecuting for the offense a good defense attorney would have a field trip with this and probably get the case thrown out. Thats if the district attorney doesn't throw out charges beforehand.

Didn't mention either of these methods, just stating you can get anything if you know how to talk to people. Depending on the companies regulations, you don't need to be either to request video footage. Also, a DA isn't going to throw out a case simply because the victim decided to do some ground work. If the victim isn't an agent of the government, then it all falls under inevitable discovery and private citizen laws.
